Department for Legal Affairs

The Department for Legal Affairs of I. Horbachevsky Ternopil National Medical University was established in 2010 by the Order of the Rector.

The Department affairs are guided by the Constitution of Ukraine, laws of Ukraine, acts of the President of Ukraine and the Cabinet of Ministers of Ukraine, resolutions of the Verkhovna Rada of Ukraine, orders of the Ministry of Health and Ministry of Education and Science of Ukraine, regulations on the Department for Legal Affairs of the University and other legislation.

Before the department was established, Yu.M. Rudakov, I.V. Hulevych, М.Р. Pavuk, N.B. Tykhanska, T.V. Tykhanska, N.M. Kravets, V.V. Kachor, B.S. Sahaidak, В.В. Sahaidak worked as legal advisers of the institution of higher education. Since 2010 the Department for Legal Affairs of the university was run by O.M. Dombrovska, I.R. Bochan, O.V. Smovzh. From March 2013 to May 2016 M.Yu. Liushenko, a Honoured Lawyer of Ukraine, was the head of the department. From May 2016 to August 2020, N.V. Tspin was Acting Head of the department.

As of today, T.T. Borys, the leading legal adviser, is the Head of the Department for Legal Affairs.

The main tasks of the Department for Legal Affairs of I. Horbachevsky Ternopil National Medical University are: organization of legal work aimed at accurate enforcement, strict observance and compliance with the current legislation of Ukraine and other regulations by the university as well as all its employees in their duties, representation of the university in courts, public authorities and local governments.

According to the tasks assigned, the Department for Legal Affairs ensures an accurate implementation of the requirements of current legislation, regulations and other documents at the university, submits suggestions to the rector of the university to address legal issues related to the university affairs; provides conclusions of draft acts and other documents prepared at the university on compliance with current legislation, approves (initials) them in the presence of visas of the heads of relevant departments or persons performing their duties; organizes work on conclusion of agreements (contracts), plays a part in their preparation and control over their implementation, gives a legal assessment of the projects of such agreements (contracts); prepares complaints and claims, analyses the results; promotes the rule of law in the implementation of the rights of the labour collective in resolving occupational and social issues, provides legal assistance to the university employees; arranges activities to prevent, control, reveal corruption offenses at the university.
